1. OBAMA TO REMAKE COUNTERTERRORISM POLICY

The president will announce changes in the way the U.S. conducts unmanned drone strikes after disclosing that a fourth U.S. citizen had been killed in secretive strikes abroad.

2. SOLDIER HACKED TO DEATH ON LONDON STREET

British officials say the attack appears to be a terrorist strike, possibly motivated by radical Islam.

Officials say the man linked to Tamerlan Tsarnaev implicated himself in a 2011 triple shooting in suburban Boston.
